Serving as the Chairman of the North Carolina Electronic Mortgage Closing Advisory Committee, Mr. Stallworth collaborates with national and local mortgage industry leaders to shape and advance electronic mortgage closings in North Carolina. Under his leadership the Advisory committee published the Electronic Mortgage Closings in North Carolina 101 white paper, a first of its kind roadmap to successfully implement an electronic mortgage closing program for lenders, attorneys and realtors. His efforts have led to North Carolina being the clear leader in eCommerce with the most registered eNotaries, having more than 90% of the state’s population with access to eRecording services and boasting the largest stream of fully electronic mortgage closing performed by the largest mortgage company in the nation. As the Director of Electronic Notarization and Notary Enforcement, Stallworth developed the Secretary of State’s Continuing Legal Education program with a focus on educating the legal community on the laws governing notaries and electronic commerce. He is also responsible for the statewide notary education and training program including certifying notary public instructors. Stallworth oversees statewide investigations of notary misconduct and often serves as an expert witness for federal and state notary cases. He routinely engages and collaborates with other law enforcement agencies when notary misconduct intertwines with other criminal activities. A commissioned North Carolina Notary, registered eNotary and notarial practices expert, Stallworth graduated from Howard University in Washington, D.C., with a Bachelor of Arts degree in communications and public relations and was named by the National Notary Association as one of the 50 most influential people in the field of notarization over the past 50 years. Stallworth is also the recipient of the 2020 Governor’s Award for Excellence for Efficiency & Innovation for his ground breaking work on the North Carolina Electronic Mortgage Closing Initiative. .
