Tech Providers Application Forms

Types of authorization for which application and approval are required in order to offer technology services to North Carolina notaries:

  • IPEN – An in-person electronic notary solution, comprised of an electronic notary public seal, an electronic notary signature, and an electronic notary journal.
  • Platform – The online platform utilizing the communication technology, credential analysis, and identity proofing and including communication technology recordings, geolocation, electronic journals, and depository services to perform the remote electronic notarial act.
  • Credential analysis – A process or service through which a third‑party vendor performs a remote analysis of the characteristics and security features of each identification of the remotely located principal pursuant to G.S. 10B‑3(22)a.
  • Identity proofing – A process or service through which a third‑party vendor affirms the identity of a remotely located principal through review of personal information from public or proprietary data sources.
  • Custodian – The person providing the custodial services. Custodial services provide long‑term storage of the electronic journal and communications technology recordings. The custodian may but need not be the same as the depository.

Fees: Only platform licensing requires a fee. N.C.G.S. 10B-134.19(b) requires a $5,000 fee for platform applicants. The fee is non-refundable. Platforms also are required by statute to remit to the Secretary of State $5 for each remote electronic notarial act conducted on the platform.
